In the absence of any Supporting Documentation (a la sidebar), Brent from Councillor Cressy's office has shared the applicant's presentation materials from the June 15th Community Consultation Meeting.   

Kudos that the proposal is sensitive to its heritage location with one iconic lane on the north edge (Rush Lane) and another on the west edge ... that the developers are "inviting graffiti in a controlled way".
